The Minnesota Department of Transportation (MnDOT) will be the lead agency for the final design and construction of all of the projects related to this section of I-35W, including the I-35W Transit/Access project.

The Federal Highway Administration (FHWA) issued a Finding of No Significant Impacts (FONSI) on the project on August 23, 2016. This concludes the federal environmental review process on this project. The FONSI was based on the Environmental Assessment, published in March 2016, which included a public comment period that concluded on April 27, 2016. A Findings of Fact and Conclusions Document, including responses to public comments, and a Negative Declaration were issued on August 10, 2016.



Three additional Project Advisory Committee meetings have been scheduled to assist Metro Transit and the Minnesota Department of Transportation (MnDOT) in completing final design of the bridges and transit station at Lake Street. These meetings will focus on recommendations for the detailed design of the “hide walls”, a “feature wall” inside the transit station, pavement in the plaza area in front of the transit station, and aesthetic lighting in the plaza area. The remaining meetings are:

A public meeting will be held to receive public comment on the recommended final design features of the Lake Street Transit Station. The meeting will be held on:

The Minneapolis City Council passed a resolution granting Municipal Consent to the I-35W Transit/Access project on May 13, 2016. The Hennepin County Board approved the project layout on May 10. Municipal Consent is required for any trunk highway project within a municipality that alters access, increases or reduces traffic capacity, or requires acquisition of permanent right of way including permanent easements.

A “Findings of Fact” document is being prepared which will include responses to comments received on the Environmental Assessment document. Hennepin County, the City of Minneapolis, Metro Transit and Minnesota Department of Transportation (MnDOT) are working on several projects in the vicinity of I-35W and Lake Street. These projects include the following.

A Project Advisory Committee made up of community representatives appointed by the Hennepin County Board and the Minneapolis City Council provides advice to the technical team and policy makers on the project.

I-35W Transit/Access Project (32nd Street to 26th Street)

Hennepin County, the City of Minneapolis, Metro Transit and MnDOT are planning the I-35W Transit/Access project in Minneapolis, which includes the Lake Street interchange area between approximately 32nd Street and 26th Street, a multi-level transit station near Lake Street, and a high quality pedestrian/bicycle connection between the Midtown Greenway and Lake Street. This project also includes new bridges at 31st Street, Lake Street, the Midtown Greenway, and at 28th Street; a new southbound exit ramp from I-35W to Lake Street and a new northbound exit ramp from I-35W to 28th Street. Estimated cost is $150 million. Construction is expected to begin in late 2017.

MnDOT Chapter 152 Bridge Project (26th Street to I-94)

MnDOT, in coordination with Hennepin County, the City of Minneapolis and Metro Transit is completing engineering work for the replacement of two Chapter 152 Bridges (the I-35W “braid” bridge and the I-35W “flyover” bridge connecting I-35W northbound to I-94 westbound). These bridges are required to be replaced by legislative action due to their condition. The replacement of these bridges results in the need for reconstruction work along I-35W between 26th Street and I-94. It is expected that this project will be constructed at the same time that the I-35W Transit/Access project is built. This work will also include the replacement of the 24th Street bicycle/pedestrian bridge, the 26th Street Bridge, the Franklin Avenue Bridge, and bridges in the TH 65/I-35W/I-94 interchange area, as well as noise walls and retaining walls. Estimated cost is $102 million. Construction is expected to begin in late 2017.

I-35W Rehabilitation Project (42nd Street to 32nd Street)

There is a short section of the freeway between the Crosstown Commons area and the Transit/Access project (approximately 42nd Street to 32nd Street) that is not planned for reconstruction. MnDOT is planning to do pavement replacement and other rehabilitation work in this area at the same time that the Transit/Access project is constructed. A southbound MnPASS lane will be incorporated into the design to complement the existing transit station at 46th Street and the proposed station at Lake Street. The 40th Street pedestrian bridge will be replaced. Other bridges will be repaired. Noise walls will remain in their current locations but some may be replaced with new walls. Estimated cost is $65 million. Construction is expected to begin in late 2017.

Lake Street (Blaisdell to 5th Avenue)

Hennepin County is also planning to reconstruct Lake Street between Blaisdell and 5th Avenues. This project will be built at the same time as the I-35W project but it is funded separately.
